Summary11186: User can only see one survey on which he has permissions
Description

If for example the superadmin creates a new survey and gives permissions for this survey to a normal user, this normal user can see the survey. But if the superadmin gives permissions to that user for a second survey the user will only see one survey in the survey list. He can't see more than one survey in the list.
The permissions are set correctly in the database.
