Summary09019: EM placeholders within label sets are not copied correctly
Description

When saving subquestions with EM placeholders as label sets and re-using them at later questions additional blanks are added at the EM placeholders which breaks them.

Steps To Reproduce
  1. Import the attached EN label set.
  2. Create a new question at an EN survey and load the subquestions from the imported label set.
