Hello :)
Could you please verify against this commit https://github.com/LimeSurvey/LimeSurvey/commit/67aecf2beb92932b1a97037de7815e5807cc53e7 whether you've updated application/views/admin/super/_help_menu.php as well?
Next after that please check the caches in tmp/assets/ and tmp/runtime/

This is most likely your server op cache. Restart PHP-FPM / the web server (or call opcache_reset()), then delete the dummy file. If the error still comes back, check that application/views/admin/super/_help_menu.php matches the 7.4.0 version.
Nothing in the 7.4.0 refers to such a file.
Another option could be that you did not replace all files with new ones.

You are absolutely right.
I had my own version of the "_help_menu.php" file, which I was restoring during the manual upgrade.
The ticket can be closed. Thanks for the help.
