Summary	19863: Create 2 (or more) events for captcha and move Core captcha to core activated plugin
Description	Current captcha need improvement : Not RGAA compatible We can not move to a google capthca for all , because of GDPR at minimum (if we do this French gov disavkle usage of LimeSurvey) Then we need a plugin system for captcha After : dev can create their own plugin, LimeSurvey GMBH can sell specific plugin , everybody is happy
