Summary19802: Array questions aren't saved
Description

When saving Array type questions, errors occur when many subquestions are provided. If the page is stuck on a spinner (this is usually the case when updating an existing question), then this error is thrown in the console:
VM2711:1 Uncaught SyntaxError: Unexpected token '<', "<!DOCTYPE "... is not valid JSON
at JSON.parse (<anonymous>)
at Object.success (questionEditor.js:1955:31)
at c (jquery.min.js:2:25304)

If the page is redirected to the "Overview questions & groups" page then this error is shown at the top of the page (this is usually the case when adding a new question):
The data received seems incomplete. This usually happens due to server limitations (PHP setting max_input_vars). Please contact your system administrator.

Steps To Reproduce

Steps to reproduce

  1. Create a new question or edit an existing one
  2. Set the question type to some choice from the Array category (I tested Array, 5 point scale, 10 point scale, Array by column, Array dual scale)
  3. Add plenty of subquestions (15+)
  4. Save

Expected result

The question is saved.

Actual result

One of the errors presented in the description will occur.

I'm not fully sure if the amount of subquestions & answer options plays a role here, but it seems like it does. It also seems that both of these combined must not exceed it. If I add new subquestions one by one and save after each step to see when the error occurs, the following error will also appear in the console just as the limit is reached when adding a new row:
