Description	When granting administrative permissions to users, it's difficult to find the intended user because the dropdown list sorts users by registration order, especially when there are many users.
Steps To Reproduce	Steps to reproduce Display the dropdown list of users in the permissions granting menu. Expected result Sort by username, or allow setting a sort key somewhere. Actual result Sort by the order of registration.
