Summary19512: User Role Admin Modals Broken
Description

When clicking "Add User Role" or "Import" on userRole/index, the application attempts to load the modals but never does. (see screenshot) We were able to create one before the update to 6.5.X.

Tested as user with superadmin role and the default admin user.
Using the default admin theme.
Tested with a fresh install and in-place update.

Checking the console revealed this error on-click:
Uncaught TypeError: Cannot read properties of undefined (reading 'classList')
