Summary18445: consistency and uncomfortable position of the confirmation messages
Description

In some screen like "add user" the message appear in a green block but in other screen like "theme option" the message appear on a white block.
In addition, the message display above the control that the user may need.

Do something that display a success message.

Expected result

I expect all the same instance of a concept, like success message, error message, etc. display in the same way.
I expect the messages (error, success, etc.) display in a way that don't disturb the user.

Yes, it isn't blocking, I think the form use the "severity" from the previous issue I report.
