Summary16839: Completed Flag on Token Table doesn't update
Description

We upgraded from 3.16 to 3.25. Everything seemed like it was working except we noticed when a survey was completed, the survey table showed complete, but the tokens table did not. This is across all of our many surveys.

We reverted back to 3.16 and now it behaves normally.

I checked this with the latest version and could not reproduce, so this is most likely fixed for good.
