Summary16768: Wrong dual scale headers after LSS import
Description

We had a multilingual survey at LS3 and exported a single questions.
Then a new, empty EN survey was created and that question was imported so we ended up with an EN only survey with 1 question.
Running that question at LS3 works fine.
When now importing the LSS file at LS4, the dual scale column headings show up in a different (chinese) language.

Steps To Reproduce

Import the attached LSS file at LS3 and run it -> all fine.
Import the attached LSS file at LS4 and run it -> wrong column headings, see screenshot.

I checked this with the latest version and could not reproduce, so this is most likely fixed for good.
Therefore, I am closing this issue. If you still can reproduce the issue using the latest version, please feel free to re-open the issue.
