Summary16627: Update only works at second attempt
Description

This is an issue I have now faced at 2-4 different customer systems: When using ComfortUpdate the update package can't be loaded at the first run. I get an error like "Could not not load update package. Please contact the Limesurvey team.".
When trying to update again directly afterwards, this always worked fine so I wonder why that error is shown?

Steps To Reproduce

Try updating an older 3.22 version to the latest version using ComfortUpdate.

Additional Information

Please improve the error message. I recommend:
a) adding a sentence like "Please try again in a few minutes."
b) adding a link to the support page at the website or an appropriate ComfortUpdate FAQ

@cdorin, I just test-updated another 3.21.6 system to the latest 3.x and did NOT face this issue.
