Summary16086: Survey permissions to other user does not work
Description

I installed version 4.1.15+200402, created users "user1" and "user2", and from global settings set "Group member can only see own group:" to off. Then I logged in as user1, made a survey and give user2 all permissions. Now user2 can modify survey text elements like the description, but can not modify questions nor question groups. Save-button is not even visible.

Is there something I can do to help debugging this? It's kind of showstopper for some surveys.

It seems to work if I add user1 and user2 to a same usergroup.
