Summary15661: export_responses delivers empty response if complete responses requested, but not available
Description

I have a new survey that has some incomplete, but no complete responses. I'm trying to query the API with export_responses and sCompletionStatus='complete', whereupon the API delivers a completely empty response (even the meta fields are empty:

Steps To Reproduce

Activate a new survey, start filling it without completing.
Query the API with export_responses and sCompletionStatus='complete'.
