Summary	15619: default decimal_mark for all surveys or corresponding to language setting
Description	Hallo I upgraded to LimeSurvey 3.20 now the default decimal_mark is dot, before it was comma. I still have the same language setting. I suggest that there should be a default setting (either in global settings in LimeSurvey or in config.php) for the default setting of the decimal_mark.

LimeSurvey 4 will include global survey settings from where you can adjust the default value for all your surveys (check LS4 RC9) - this feature won't be backported to LS3. Hence, I will mark it as closed. Thank you for your input!
