Summary14034: readOnly plugin settings do not actually display as read only
Description

I've set a plugin setting as follows:

'my_setting' => [
'type' => 'string',
'label' => 'Label',
'readOnly' => True,
],

but when I go to the plugin->configure page, the setting show as an editable text field and is editable

Steps To Reproduce

Create a plugin with basic settings, set 'readOnly' to True for one of the settings.
