Summary13409: Cookie to prevent repeated participation not working in version 3+
Description

Recently we have upgraded to version 3+, but after the upgrade now participants are able to fill multiple times the survey, even if the cookie setting is on.

To be sure the issue was related to the upgrade I restored the old version and currently I have both version 2.72.6 e the 3.x on the same apache, connected to the same databasa, and I can confirm that on the same survey the cookie setting blocks on 2.72 while on 3.x version this setting is not blocking the participants. I specify 3.x because I tried all the 3+ versions, including the latest 3.4.1.
