Summary11416: Google Analytics Global Configuration is not being used by survey.
Description

I have Google Analytics configured in Global Settings. For what I could understand, when you have GA in Global Settings, all surveys should use it if you don't have a specific GA configured in the Survey.

In my tests, the Global Settings is not being used and I have to configure GA inside every survey.

Steps To Reproduce

Configure GA in Global Settings.
Create a new survey and publish it.
Use Tag Assistant in Google Chrome and access the Survey.
Tag Assistant does not detect GA configured.
Configure GA inside the Survey.
Access the survey again and Tag Assistant detects GA configured.
