Summary11349: Administrator can save/edit participants response even if mandatory fields/questions are blank

When administrator want to edit submitted responses of the survey taking by participants, the editing form should show which field is mandatory and which is not. Those which are mandatory should be filled and cannot be blank. In limesurvey250plus-build160606 however, administrator can edit the participant responses, delete the text of the question's response (text field) and then save the edited version.

Steps To Reproduce
  1. Go to a certain survey setting page
  2. Click Responses --> Responses & Statistics
  3. Click Display Responses
  4. Click the Edit Response button
  5. Look at the form (There is no sign which field is mandatory)
  6. Delete text in known mandatory text field
  7. Save

Globally : all control system are deactivated when editing reponses in this way.

I'm unsure this was a bug or a feature request.

That the admin is not bound to mandatory requirements is the expected behaviour
as the admin needs to be able to edit incomplete surveys too, if necessary.

It is a pure editing function and does not do validation of data.
