A possible solution: Add a question type that allow only time.

that permit only digit and ":" like "number field" that only permit digit and decimal separator.
And add a check like this regex : /^([01]?[0-9])|(2?[0-3]):[0-5][0-9]$/

The length of the field that be 5 (hh:mm) or 8 (hh:mm:ss) chars.
Add an option in advanced setting to choose with or without seconds.
