If it persists for you please re-open 05274 and describe in detail what is not working for you. Make sure you cleaned your browser cache after upgrade.

I was unable to reopen that ticket (access denied, possibly since I wasn't the reporter?) Anyways - I think I found a solution:

There is an .htaccess file in admin/scripts/kcfinder, with the following lines:
php_value display_errors on
php_value error_reporting 2047
after commenting out (#) those two lines, uploading works perfectly!
