Summary20758: Make LDAP participant feature optional
Description

In 7.5.1 we have option to import and load participant by LDAP query, more than CSV import.
Feature is not completed yet.

Steps To Reproduce

Steps to reproduce

  1. Install LS 7.5.1
  2. create a survey
  3. configure close access, by participant invitation/creation
  4. click menu: participants
  5. clic button: add +
  6. select menu item: LDAP Query
  7. send form, by click button: "Upload" (???)
  8. see: error message: Error: Can't bind to the LDAP directory. Error message: Can't contact LDAP server
  9. see: error message color is not accessible
    10 see: info message tells about PHP file inside application/config (it's a super admin targeted message, not survey admin)
    11 see: "Upload" button is meaningless, because you're not uploading anything. Also, button color is not primary action.

Expected result

Feature should be totally disabled by default. Every survey administrator can see this.
Upload button should be labeled: "import"

Actual result

I tried removing application/config/ldap.php but was required. (error 500)
I tried commenting "return" statement but got an error. (false wasn't an array)
I tried to alter returned value by empty array. I got another error array was 0.

Please only activate this menu item LDAP Query when LDAP plugin is installed. Or by global configuration. Then move away PHP needs info message.
