Summary20351: Superadmin doesn't have permission to browse the server on Quota message
Description

When I try to use an image in Quota message, I can only do it by writing html. If I try to use insert image functionality, I get you don't have permissions to browse server.

Steps To Reproduce

Steps to reproduce

  1. create survey with qouta
  2. edit quota message and use insert image button
  3. when you click on browse server you get permission denied (even for superadmin)

Expected result

User should be able to browse server if it has permission to do it on let's say questions.

Actual result

Permission denied notification.
