Summary20087: Modal content not shown inside a modal but as a page itself with no style.
Description

When adding a user group in the survey permissions in the survey editor, the form submit and the modal to set the permission is not shown in a modal.

Steps To Reproduce

Steps to reproduce

  1. Create a user group;
  2. Create a survey;
  3. Navigate to survey permission;
  4. Add a user group;

Expected result

A modal should open to manage the permissions for the users.

Actual result

the content of the modal is shown in the page without css.
