Summary20019: Usergroup for permission to use the "Auto translate" feature with Google Cloud Translation API
Description

Because the Google Cloud Translation API could create some costs, it would be great to get a Usergroup, with the permission to show and use the buttons for "Auto Translate".
All other users shouldn't be able to use the buttons and the Google Cloud Translation API.
