Summary19999: Disable uneeded mandatory url in quota
Description
  1. You don't have this rules for global end URL
  2. You can need to redirect after english language but not for chinese
  3. If you need to edit text urgently but don't know the url : you can not.

Import included survey

  1. Check autoload url set but URL empty in english
    Add a new language
    Check quota
  2. Try to remove the URL for the new language

Expected result

Remove URL allowed

Actual result

Remove URL not allowed
