Summary19551: no configuration toolbar, cannot add users to the survey
Description

Hi, I'm a first time limesurvey user. I have encountered difficulty in adding another user to the survey.
The limesurvey manual recommends Configuration (located on the main LimeSurvey toolbar) -> User management. However, I don't have the Configuration toolbar or any of these controls altogether.
Why might this be and how can I get this feature added or add another user?
