Description

In publication & access, changing the value for captchas from on to off does not make any changes to the questionnaire which inherits these values.
if we modify another value for example put the questionnaire on the public page this functionality works

Steps to reproduce

Go to Global survey settings
Go to publications and access
Set the captcha to ON
Open a questionnaire check the publication parameters for the captcha
Parameters must be ON in inheritance

Expected result

Captcha is ON

Actual result

Captcha is OFF in inheritance
