User can't add a group to a survey (only superadmin can), when clicking on Permission no groups are shown in the dropdown box. The same also for adding single users, no item on dropdown box.

@gLf do these other users own any of these groups? Admins can see only groups that they own.

Thank you so much tibor! Actually users don't own these group. I've changed global security settings > Group member can only see own group to YES in order to allow all groups I've created at site level (as superadmin).
