The problem still persists on version 6.1.6+230703 |

Have you had a look at the configuration setting: "usercontrolSameGroupPolicy" ? If this is set to "true" then it looks like the list may be restricted to those within your "group". As a workaround please try creating one "User group" and adding users to it including the admin user. |
