Summary18700: Whe importing, translatelinks is used even though the option has not been checked
Description

There are times when translatelinks is used even though the option has not been checked.
Maybe it's intentional, Maybe not.

The checkbox label is "Copy survey resource files and adapt links" label. (2 actions related - copy resources and translate)

Question is, should the translate happen when checkbox is not clicked?
If yes, then when not copying resources and applying translation, lot of broken links would appear.
If no, then when not copying resources, we would be accpeting/validating to have a survey accessing recources from other survey.
