it seems only “create“ permission can extend the theme.
but the user can’t remove the extended theme by himself.

  1. create a new user with "create" permission.
  2. extend the theme.
  3. try to remove the created theme

    Expected result

    theme is removed

    Actual result

    theme is not removed
