when create a user with “import“, “export“ only permission, configuration tab is not visible after login.

  1. create new user with "import" or "export" only permission.
  2. login with that new user.

Expected result

configuration tab is visible, so user can select "central participant" item.

Actual result

configuration tab is not visible
