Summary18267: Request URL grows when browsing pages of group list and plugin manager
Description

When you go from one page to another (both in the group list and in the plugin manager) the request URL gets bigger and bigger. If you go too much from one page to another it ends up throwing you an error because the URL is too big.

Steps To Reproduce

Create more than ten survey groups.
