Summary18077: Inconsistent use of formality in Spanish [es] translation
Description

There exist several translations into [es], but none consistently use the formal or informal case (Verbs and pronouns) except for the es-AR-* ones. However, Europeans tell me that the dialect used in es-AR is not appropriate for use with general ES speaking population (or continental Europe, I'm not sure.)

Request: please provide an es-formal, and remove all formal uses from the standard es. Or vice-versa. Take care to update the other es files for cascaded phrases.

Additional work may be necessary for the Yii framework and templates.
