It's clearly an uneeded event ,

  1. beforeControllerAction happen for all controller
  2. There are no return part
  3. Don't happen for question controller or group controller.

It has been there for some time. At least on the manual is since 2017.
I believe I don't use it. I would mark it deprecated for some time.
