Summary17731: Question and answer prefix as global value
Description

In 5.X we can set «Non-Numerical answer option prefix:» and «Non-Numerical subquestions prefix:» by user byut not globally.

Then each ti a user is created : this settings must be updated if company have rules on it.

Additional Information
  1. need set as creation
  2. Need as "leave default" (save as null in DB ?) (the company can update the default)
  3. Some company can want to disable to updating it
