Description

The first text is correct. The 2nd one is wrong.

As an explanation:
When you have just the permission "Create" you can do everything with the participants you create, but not anything with participants created by others.
Only the other permissions (view, update, delete, import and export) apply to participants create by others.

Steps To Reproduce
  1. Create a new user role (Configuration > Users > Create/Edit User Roles > Add Role)
  2. Click the edit permissions icon (the lock) and view related text.
