Summary17324: file upload button only working with a mouse
Description

the file upload button doesn't popup the file explorer window unless you click it with a mouse.

Steps To Reproduce

create a survey with a file upload button and test it, if possible, with a screen reader.
We have tested with the JAWS, SuperNova and NVDA (last one is free).
However, you can test this by using the keyboard only.

  1. open the survey
  2. jump-tab to the Upload file button and when selected press "Return"
  3. in the new "upload file|Upload files" modal window, jump-tab to the Select file
    Now, whatever key you press (Return, spacetab) you won't get a file explorer.
Additional Information

Luckily, the user is not "trapped" in the modal windows because the Esc key works.
