Description

When same code is used twice : warning are not shown

Steps To Reproduce

Import included lsa
Check survey logic file : seems OK
Check title of the 3 end question : see warning

Expression Manager logic broken if some question have same code/title.

Details Diff		 Fixed issue 17200: Survey logic file reported no errors although question codes were used more than once
Dev Duplicate variable names were only counted as hidden warnings when SGQA naming was active (default), now always counted as errors		 Affected Issues
