Summary16869: Question Group Editor not available for other authors
Description

Hi all,

while me as an LS-Admin and another user as the survey owner have no problems with this case, other/additional authors (who have full rights to edit the survey) will not see the question group editor buttons.

Steps To Reproduce

Create a new survey, add another editor with full rights (all checkboxes up to "delete the survey")
