Summary | 16757: Repeat Headers Functionality Not Working |

Description | When a user has an Array Type F question with a large number of subquestions, the user should be able to use the
Repeat Header functionality to group questions together and have the answer options repeated (instead of having the answer options appear only once). |

Steps To Reproduce |
- Create a survey with one Array Type F question with 20 subquestions (and as many answers options you choose).
In preview mode the answer options header (line) appears once and all subquestions appear beneath it.
- Edit the question. With the question in edit mode, click "Display" (at the bottom of the page).
- Under "Repeat Headers" increase number from 0 to 4.
- Click "Save"
The answer options should appear 4 times (on 4 different lines) with a group of 5 questions beneath each one.
Instead of the change being made, a red bar appears across the top of the page without any type of error message. (This functionality works in LTS)
