Summary16011: encryption keys by $_ENV
Description

Currently encryption keys are in php file, it can be interseting to have by another way $_ENV for example

Additional Information

I don't need it personnaly, maybe wait for vote.
But it don't seems to be a complex feature.

Maybe allow more part in $_ENV

For example : get debug from ENV : same setup was done in debug.example.intra and www.example.org.

Debug is set only when come from debug.example.intra

etc ... (why not DB ? upload dir etc ...)

It can be done manually in config.
If you know how to set in ENV, you know how to set in config.php file
