Summary15988: Input boxes in "Text elements" may overlap
Description

When you enlarge the display of the "Text elements" page in the web browser, the input fields begin to overlap after a certain amount of enlargement. As the page is further enlarged, the overlap increases until the display finally switches to a vertical stacked arrangement of the input fields.
It is possible that the error does not yet occur when "Text elements" is displayed for the first time.
The issue was also observed in Version 3.21.4+200108 .
Maybe a problem with Firefox only, i did not observe the problem with MS Edge.

In Firefox: Open "Text elements" in a survey, then press "Strg +" to zoom in the page content. In the screenshot below you can see the overlapping forms elements.

Can not reproduce with editor as popup
Can not reproduce on Question editor

Only survey text edit

Seems css order are different , issue in adminbasics.css

I confirm this also happens to me with Firefox, but not with Chrome, 100% resolution on a 1920x1080 display. 3.28.8 build 220426
No issues with 3.28.7

I see I can no more replicate the bug in version 3.28.20: was it fixed?
