Summary14942: Don't broke when upgrade even if YII_DEBUG is set
Description

When update with debug=0 : great we see the DB error, and can check to fix it.
But with debug=2 : action is already done : no way to fix : DB is broken …

Additional Information

Since we show the error : i really think we don't need to break.

I search a way after fixing 504 issue in develop
