Summary14845: Quota not working properly
Description

Hello,
We are using quotas in a survey but they are not stopping people from submitting.
For example a limit of 4 is set but we're getting fives and sixes.

Steps To Reproduce

This issue is repeatable.

When clicking on an option with a full quota you get full quota the message but can click submit again.
Click submit again
Then again to receive the "Thank you! Your survey responses have been recorded."

Hello Trevor,

Thanks for reporting it! This issue was solved in 3.17.3 (https://github.com/LimeSurvey/LimeSurvey/commit/9e678fb1cf66e13402acca1bdb18f416477657c0). Now, the button submit is hidden.
