Try to really update upload popup

Steps To Reproduce

Currently : core theme have some hack, but with https://gitlab.com/SondagesPro/SurveyThemes/skelvanilla
It's seen more

Additional Information

We can create the new view in https://github.com/LimeSurvey/LimeSurvey/tree/master/application/views/survey
(from core, not from vanilla).

The question 3.X or 4.x ?

Personaly really think it's a issue but …

There are another issue, testing on a non-utf8 default : caracter is not OK

I can make the twig layout + content in core view and use it.

OK for 3.X ?
