Summary	14383: Only a superadmin can edit the survey permissions and give access to other Users/Groups
Description	Only when a user has the superadmin privilege (s)he can pick users or groups from the dropdowns to assign permissions to others. Even as an owneer the dropdowns remain empty. Assigning superadmin privileges is a nog go since they gain access to everything than.
Additional Information	We currently are on v 3.15.4 Work around is that we as the real superadmins assign the necessary permissions to a new survey. Each time when they need a survey with similar permissions they can copy that survey and that includes the permissions.
