Summary14375: User allowed to upload themes are not able to edit the theme after upload
Description

If a user has the global right to import themes (see attached screenshot), that user is currently not able to edit the theme he has imported.
It also looks like he is not able to delete the uploaded theme.

I am not sure how the different rights relate but if a user can import a survey, shouldn't he also be able to edit it?
Would it be sufficient to assign him the right to use a template (under template rights)?

Steps To Reproduce

Create a new user with the user rights shown at the screenshot.
Log in as that new user and import a theme.
Try editing or deleting that theme you just imported.
