Summary13779: When subquestions are saved as label set, only the first 5 characters of the "Codes" are saved which may lead to duplicate Codes
Description

The "Codes" one can enter with subquestions may have up to 20 characters each. But when subquestions are saved as a "Label Set" then only the first 5 characters of the "Codes" are saved in the label set. This may lead to corrupt label sets with duplicate Codes.
In the label set editor the Code length is limited to 5 characters making it difficult to correct duplicate Codes.
The issue can be found in LimeSurvey 3.x and 2.x.

The code length in a label set should be extended - but when trying copy a label set to answer options and the labels are too long there should be an according warning and automatic renaming.

The problem still exists in Version 3.25.17+210309 .
In the label set editor, the "Code" is limited to 5 characters, as is the case with the "Answer options". However, in the "Subquestions" the "Code" can be up to 20 characters long.
When subquestions with long "Codes" are saved as a label set, only the first 5 characters of the "Codes" will be saved.
