Summary10243: Able to skip required questions when complete question index enable
Description

When the complete question index is enabled, and you skip around the survey, you are able to skip/submit the survey when required questions have not been filled out.

Steps To Reproduce

Create a survey
Add a few question groups
Make some questions required
Set the question index to complete.

Take survey, you can skip pages submit the survey even when questions are not complete

A lss file for testing. This bug was already fixed some month ago. Maybe come back but muts be tested.

This is working, I was not running the most current version due to a git merge issue. Sorry about that.
